    Businesses like Starbucks, Panera Bread, etc. They know that they can attract customers to come in and buy sandwiches and coffee. Don’t worry – the price of the food covers it!

    If it is from a coffe shop or something like that then the place of buisiness. If it is a city then that’s your taxes at work. Example. If I leave my wireless internet unprotected (no password) then I am paying the price.

    If you are talking about hotspots in the park or sidewalk or something, the city pays or it.
