You can use it to connect computers together in the house with out the broadband but no broadband no internet.
If you have some pc’s and want to run multiplayer games, share files, printers etc then fine.
you have to have some time of internet provider connection first. Unless you are just buying this to share files between computers at your home. If you are buying this to access the internet then you need access to the internet first through an internet provider.
The provider gives you a device/box called a modem which provides you the internet connection. You then plug your router into the modem to receive the internet connection. You can then setup your computers to connect to the router
