You can’t really get onto WiFi unless you have a wireless device somewhere within the range of the DS. So I don’t think you could get onto WiFi through a laptop, especially without broadband.
You could try connecting at a WiFi hotspot or something like they have at Maccas. That usually works.
Someone else might know more than I do…
